Resumen

This article introduces the gestation process of the actual mexican Upper Secondary Education reform. The article starts with the structural changes that have had outstanding Upper Secondary Education, EMS, in our country since 1970, driven by diverse institutions, who carried out very important actions and agreements by Education. But, mainly, all these changes or reforms resulted from the need to resolve problems of coverage, quality, equity and educational attainment levels lag. The importance of presenting this framework is because allows observing how the Reform of Higher Secondary Education, RIEMS, forty years later, responds to the same historical necessity. Subsequently, and based on these references, the article addresses to the consistence of this reform, about his normative aspects and the common curriculum framework. Ultimately, this work pretends to lead and reflect on the scope and limitations of the practice of educational guidance in the alleged process of transformation.
