The public insecurity (robberies, kidnappings and extortions) is a problematic one that indicates the degree of risk of a country. In Mexico, the insecurity is tie with the ungovernability (corruption and negligence) of the authorities. Both problematic ones, are studied from the perception that has the citizenship around the prevention of the crime. This perception diagnosis in two modalities; direct (personal experience) and hint (hyped experience). From the validity and the trustworthiness of instruments that measured four factors (governmental action, police action, hyped action and public insecurity) of the risk perception, their causal relations settled down. By means of a regression model one demonstrated that the hyped perception of the police action determines the perception of the public insecurity.
