Abstract

This study analyzes the relationship between poverty and the reasons for the reception of children and adolescents registered in the Institutional Reception Services for Children and Adolescents (SAICA - acronym in Portuguese). In order to do so, the data collected from two researches: O direito à convivência familiar e comunitária: os abrigos para crianças e adolescentes no Brasil – The right to Family and Community Interection: Child and Adolescent Shelters in Brazil published in 2004, and Levantamento nacional de crianças e adolescentes em serviços de acolhimento institucional – Data Registry of Children and adolescent in Institutional Sheltering Assistance - published in 2013, were analyzed. The comparison between these investigations shows opposite paths: while the first considers that poverty contributes to various reasons for institutional reception, among them, family negligence; in the latter, poverty is not significantly considered, mainly in cases of negligence and abandonment. Thus, the latter holds exclusive responsibility for families, while at the same time attenuating the role of the State in the production of poverty. This scenario brings challenges to the psychologists’ work and reinforces the importance of an action intermingled with social and political aspects.
