Taking into consideration that the elementary public school had failed in its academic function with the majority of Brazilian children and, furthermore, that the children most involved in this situation are those belonging to the poorest segments of the working classes, the article analyses the determining factors of the bad quality of schooling offered to these children. Among those determining factors, the prejudice against poor people and negroes, deeply imbedded in Brazilian society, is a powerful element in the school process. Overcoming this problem is discussed within the citizenship rights and relations of power in a society of classes.
