This text intends to consider a new axle of performance for the public politics of culture, based on the concept of "CITY as a regional social body", with its social disequilibria and injustices. On the other hand, it detaches the revitalizing role of the culture, as economic and symbolic perspective, both very important in urban areas of social risk. We select to study the Area of Planning 5 (AP5) of the City of Rio de Janeiro as an example of the official politics of culture marginalization
