Abstract

The national mental health policies addressed to young people in Brazil constitute a complex system, which is still little explored as a locus of research, consideration and criticism. Thus, understanding the historical background of the mental health for children and young people in this country becomes a challenge that must also be undertaken in this paper. The National Health Conferences (NHCs) are the basic parameter in this article due to their pioneering in transforming Brazilian health policies into systematic and organized initiatives in favor of a democratic republic. Based on the examination of the reports generated by the holding of the 14 NHCs, it was possible to envisage a more faithful historical panorama related to proposed conceptions to meet demands on child mental health, or the ongoing vacuum regarding the problematization, and, by consequence, to have an overview of the actions that must be taken in order to contemplate its effective promotion.
