Abstract

Considering the contemporary setting of implementation of public policies for the youth, this article aims to reflect about these polices meanings to the lives of young social projects participants, as well as to reflect about the existent place and the place occupied by the young people in these contexts. These issues emerged from a survey that investigated the art meaning for young ex-participants of a social project undertaken in Florianopolis/SC in which the art was the main tool for work. The procedures used in data collection were: observations of the project routine activities, interviews with institution professionals, research of project documents and interviews with four young ex-participants. The analysis of the information pointed the importance attached to the participation in social projects by young people, mainly because the access to educational, cultural and leisure possibilities which were not offered to them in other places. However, it has underlined the precariousness of the existing conditions for carrying out daily activities and the predominance of welfare and guardianship practices, which do not include young people in the planning of actions
