This paper focuses on the discussion about violence and safety in football spectacles from the theoretical field of ideology. Rather, it aims to analyze and interpret the ideological potential of the main report published by the Peace in Sport Committee, which aims to support and monitor the implementation of the National Policy of Violence Prevention and Safety in Sports Spectacles. To answer it, we adopted the theory and the methodology developed by John B. Thompson. Among other aspects, the results indicate that the report dissimulates the controversies related to soccer violence, legitimizes a panoptic model of stadium and authorizes the social control of the "torcedores organizados", keeping them in a situation of domination.
