The article presents a historical review on the constitution of the Bolsa Família Program within the context of the Brazilian System of Social Protection and it examines its implementation in a local sphere. The experience of the municipality of Divinópolis/Minas Gerais is described from interviews with professionals in charge of the implementation and development of the program, conducted from June to August 2012. Supporting the analysis, additional information was obtained through a documentary survey. We emphasize the complexity and dynamics of the processes, the limits and progress relating to the implementation of the program as well as the many challenges faced by a policy to overcome poverty and to promote social inclusion. The survey results suggest the need for clearer political and institutional guidelines to strengthen local management through the formation of an inter-sector team to render the program operational, to expand the complementary actions, and to improve the flows of the care service network.
