Abstract

The purpose of this qualitative study is to identify and analyze how Primary Health Care (PHC) professionals in the city of Divinópolis, MG, perceive the problems related to the care offered to people with diabetes. Focal Groups were conducted with PHC professionals and it was used the Hermeneutics for data analysis. The professionals affirmed that the health system is not integrated, presenting problems of communication, lack of human resources and low coverage of PHC. The predominant training is based on the biomedical model and was considered deficient. The professionals showed a tendency to blame people with diabetes for the difficulties encountered in adhering to the proposed treatment. The results point to the need to transform health practices through the incorporation of elements linked to subjectivity and to the territory aiming at increasing the accountability of the cases served.
