The use of psychoactive substances has always been present throughout society and crosses all the historical evolution of Brazil since its discovery until nowadays. The increase in the Brazilian scene of the consumption of psychoactive substances required the Unified Health System (SUS) the creation of public policies aimed at combating the misuse of these substances. Among them, elaborated the National Policy Harm Reduction as a strategy in the field of public health. Thus, the Psychosocial Care Network (Raps) established harm reduction among the actions to be developed with the users present in their services. However, Harm Reduction actions are still some challenges to be overcome for its effectiveness in Psychosocial Care Network. In this article, it is a discussion of the creation of the National Policy Harm Reduction and Psychosocial Care Network.
