Abstract

It is proposed in the scoop of this article to problematize discussions of youth, poverty and public policies from central issues to deal with social vulnerabilities of young people. The aim of this study is to analyze the understanding and the exercise of leadership in the lives of poor young people so, from data of a qualitative research, held at the Culture, Science, Art and Sport Urban Center (Cuca) in Fortaleza (CE). The methodology was based on participant observation, focal groups and individual interviews. Data were analyzed from the content analysis, with the help of Atlas IT software 5.2. In this study, emerging categories of the concept of youth participation are presented, such as social work, political participation and autonomy. The results have indicated that the youths have potential to invent new models to join the society, produce policy interventions and create their own coping strategies to daily privations.
