This article presents some reflections on the importance of the networks created by the public social assistance services to support families of adolescents fulfilling the protective measure of institutional care. The social protection network is composed by other three networks: the social assistance network, the intersectoral network, and the personal network. Therefore, through bibliographic research, we analyzed the historical route in the path for the rights of children and adolescents on the national scene, with emphasis on the search for the overcoming child and adolescent institutionalization practices in Brazil. The proposed analysis is guided by the new paradigmatic systemic theory.
