Abstract

Starting from the concept of rationality as a regulating factor of behavior, it is possible to evaluate the social dynamics in which life in communities takes place, which will be accomplished taking into account sociocultural and sociopolitical components as well as customary, formal and informal dynamics that are found in the culture, in education and health field. From this conceptual matrix and observations it is feasible to analyze rationality along with its variables and esential dimensions that guide the behavior of the fundamental actors of all community activities fostered by professionals: population, local government, through its political representatives, local government through its administrative managers, professionals and technical personnel. This process leads to the consideration of fundamental variables of power in community life and its relation to health, integrated community development and the possibility of full and comprehnesive democracy.
