This paper discusses, from the perspective of human rights, how professionals of CAPS AD II from the Federal District understand the harm reduction and how that practice is conducted. Thetheoretical framework was based on the Psychiatric Reform and on the public policy concerning the treatment of drug users. In order to do this, a qualitative research was carried out using semi-structured interviews with 19 professionals. Theinformation was processed through IRaMuTeQ® software and analyzed after the Bardin (2011) content analysis. Theresults showed that, although the professionals are familiarized with strategies related to harm reduction, their practices does not respect the choices of the subject, violating the principles of individual freedom and human rights.
