Based on the Vygotskian hypothesis that human development is promoted by the nexus between psychological functions, the objective was to (i) apprehend the conceptions of human development and learning that underpin the PNAIC, (ii) analyze the conception of teaching and learning of reading present in the literacy proposal formulated in the PNAIC document. A documentary analysis of the Presentation Notebooks and the Notebooks of Units 1 and 2 (2012) regarding the 1st year of Elementary School was carried out from the perspective of the Nuclei of Meaning, focusing on the reading axis. The results indicated that the PNAIC is based on the notion that development anticipates language learning and that learning from reading is not clearly articulated to teaching.
