The Brazilian higher education has historically presented itself as an elitist structure, but in recent years, there was a greater access of working class students. In this context, the National Program of Student Assistance (PNAES) is regulated, which aims to guarantee the permanence of students, in situations of social vulnerability, in the Federal Institutions of Higher Education (IFES). Thus, this work sought to analyze the development of the PNAES in an IFES. The data were taken from official documents and records of the activities of the I Forum de Assistência Estudantil. The results indicated that student assistance has allowed many students to stay in higher education, but their effectiveness is limited, because many actions are provisional and do not meet all demand.
