Abstract

The More Doctors Program was created to alleviate the shortage of doctors in the country and is subject to divergent opinions, needing analysis. The objective was to evaluate the program based on the attitudes of physicians and to create a psychometrically valid instrument. A multi-method research was carried out in two phases. In the first, interviews were conducted with 10 doctors, using semi-structured scripts, with data comprised by content analysis. In the second, there was a national non-probabilistic sample composed of 377 physicians, who answered the constructed scale, with data analyzed by descriptive and multivariate statistics. The results identified that the overall effectiveness of the program is positive. The municipal management, scholarship and benefits, the implementation process and the participation of foreign doctors were positively evaluated. Training and working conditions were negatively evaluated. It concludes the need to review the obstacles in the operationalization of the program.
