Abstract

This article presents the construction and validation process of two scales for managerial action evaluation, one self-rating version and other subordinaterating version. Based on a case study of a Brazilian public institution, the first part of the study explored the concepts of managerial performance and development. To collect and analyze the data both qualitative and quantitative approaches were used. Ten specialists in managerial development were interviewed, according to the specifications of the Delphi technique. The data of those interviews were submitted to content analysis. A scale consisting of 30 items was constructed on basis of the content analysis results. The self-rating version was administered to 451 managers; 1,590 employees responded to the subordinate-rating version. Factor analysis indicated the existence of a single factor structure for both scales. But, in order to make easier their interpretation, four dimensions were proposed in each factor
