Abstract

The lack of political guidelines for establishing child care in mental health was fulfilled by institutions mostly private and/or charitable which have been the only options for a long time, creating a framework of lack of assistance, neglect and exclusion. Despite the transformations, the Brazilian Psychiatric Reform needs to face many problems and challenges, among them to implement policies and practices to ensure the basic rights of all Brazilian children, since the promulgation of legal texts do not operate themselves the necessary changes. The aim of this study is to discuss how the relationship between the services of Primary Attention and the care provided to children in Brazil has been built. We seek, with this research, to support the consolidation of child's mental health care services in Primary Attention in the paradigm of Psychosocial Attention.
