The Psychiatric Reform Process and the Brazilian Health Ministerial policies brought new challenges and ways of producing care to people who have problems arising from alcohol and other drugs use. Currently, we can observe the expansion of mental health care networks made to provide psychosocial care devices. The increase of mental network must happen simultaneously to the improve of articulation and communication between the mental heath services. It is mandatory to create more meaningful and effective responses to the needs of alcohol and other drugs users. The article aims to investigate: a) the point of view of administrative managers of mental health Polices and mental health workers on the network of health care to the user of alcohol and other drugs and, b) identify which services compose this network. Interviews were conducted with three administrative managers of mental health Polices and three professional of Psychosocial Care Centers to Alcohol and drugs user, Psychiatric Hospital and Health Regional Steering (DRS) for a large city in the state of São Paulo, from October 2013 to March 2014. The results showed that the network to the user; it is often understood only as specialized services such as CAPSad and places to hospital.
