The terms of civil sphere and field of power are used to discuss the emergence of a discourse on symbolic goods. Re- signifying insecurity and violence from the public and media referred communication and the State. In order to delimit the discussion to eight security dimensions, this study contrasts the concepts from the discourse of the authorities and the media to the public. To show the process by which fear and anger would become public peace. Within the framework of studies on the governance and guidance of the State public security, this paper seeks to discuss the discursive fields of power from which it is possible to anticipate building a public agenda for civil spheres.
