INTRODUCTION: The Psychiatric Reform is a complex political and social process, being a combination of multiple factors, institutions and forces from different origins, affecting different territories. Thus, this work sought to identify the discourse of the Psychosocial Care Centers (CAPS) of Palmas, Tocantins (TO), an approach between the conceptions of the field of mental health, the daily practices and the promotion of the deinstitutionalization of mental health care. METHOD: The research was carried out in the Psychosocial Care Center (CAPS II) and Psychosocial Care Center Alcohol and other Drugs III (CAPS AD III), through a semistructured interview with ten professionals and for the analysis of the answers, the discourse analysis method was used. RESULTS: were divided into four categories, going through the understanding about psychiatric reform, deinstitutionalization, and theory and practice used by professionals DISCUSSION: The research presents disparate answers regarding the understanding and conceptual definition, especially, the process of deinstitutionalization. CONCLUSION: The Psychiatric Reform is underway in Brazil and gradual progression is necessary, despite adversities.
