Brazilian urban development is marked by the absence of planning, which can be pointed out as one of the precursors of the contemporary social exclusion and inequality phenomena. Considering this, planning and proposing policies to minimize negative consequences for the population are essential. Public policy planning often involves a design of cultural practices, intrinsically related to the way that people interact between each other and with the environment. In this context, employing the description of three terms contingencies (antecedent context, response and consequence), this study aimed to analyze functionally urban planning laws, specifically the City Act, the National Policy of Urban Mobility and the Participative Director Plan of the City of Bauru/SP, to identify and analyze behavioral prescriptions directly or indirectly referenced. Behavioral contingencies were identified and described, being these related to behavioral prescriptions to public agents of different levels of government, as well as contingencies related with the residents behavior. It was possible to concluded that the law does not specify the terms that compose the contingencies. Such implications are discussed based on the perspective of Behavioral Analysis of Culture. Relations between the laws and the effects on the behavior of those involved in their implementation were emphasized.
