The article questions the speech of "pacification" that supports the current public safety policies of the State of Rio de Janeiro, which is responsible for the creation of the Pacifying Police Units (UPP). The UPP has been considered by the government as the major promise for combating violence and retaking territories. With this paper I intend to question what for some has been considered as a dilemma between violence and peace, arguing that this speech takes for granted the modern dualistic logic that erected borders between civilized and barbaric people, arranging the later according to a particular model of civilization. The freudian thought is regarded as an instrument of criticism addressed to the promise to neutralize violence, just like at the time of its emergence, when modern civilization has been questioned.
