This study had like aimed analyze public policies and the vision psychoanalytic about the chemical dependency. The research is a review bibliography about the chemical dependency. Used a theoretical reference based in Brazilian laws and in the aspect psychoanalytic. The Public Politicies prioritize harm reduction and the user ends up bein seen as a patient or marginal. Since the psychoanalysis can bring to the addict the meeting with its subjective restoration and through speech can get the same a subjective implication linkin it to its life history. Through the survey conducted to suggest that the Brazilian political focused its gaze on drugs and not the subject, showing the stigma to drug addict, since the psychoanlysis realizes the subject  Who uses the drug as a way of experiencing the discomfort, excessive own comtemporary culture, we should hear what addict have to say no without stigmatizing it.
