Tuberculosis (TB) has been considered priority in public policies for two decades in Brazil remaining a serious public health problem. In Santa Catarina state, some cities have equal rates and / or higher than those of Brazil. For example, the city of Florianópolis, where the situation of TB-HIV co-infection is very serious, requires special attention of the TB Program. OBJECTIVE: To develop a normative evaluation model for Tuberculosis Control Programme of Santa Catarina State. METHOD: Methodological proposal based on critical hermeneutics guided by the Fourth Generation of Appraisers, or Evaluation Research Participatory Pluralism (stakeholder-based evaluation). We intend to apply the traditional committee technique for the consensus workshops, which will be conducted with members of PCT / SC, STD / HIV / AIDS SC, LACEN AB PCT from different cities of Santa Catarina. Additionaly, data will be collected from documents and SINAN. RESULTS: To develop a logical model with the following components: Planning and Administration, Health Care (Prevention, Diagnosis, and Service), Strategic Information (Surveillance, Monitoring and Evaluation and Research), Human and Institutional Development, Communication and Social Mobilization. To create a theoretical model to evaluate the relatioship with Santa Catarina SINAN, LACEN, AB, State Program STD/HIV/AIDS, Hospital Nereu Ramos, DIAF, Department of Regional Development and Public Security Bureau. We also expect the agreement with SES related to the logical and theoretical model, the evaluation matrix and the opinions collected from the stakeholders. FINAL CONSIDERATIONS: We believe that the research proposed here will allow actors who are involved in the TB programs to participate in the construction of evaluation model. Consequently, that may help the future utilization of the results of this evaluation for the improvement of their practices and the quality of the services, as well as to help to establish to develop constructive partnerships between health services and the academia.
