This article deals with the detection of the risk of psychological distress in infants proposed by Psychoanalysis, an extensive field of theory and practice. Through the terms rule, Law and Impossible, it was possible to read the developments in the circulation of the Clinical Indicators of Risk for Child Development (IRDI) in the elaboration of a legislative act in the city of Uberlândia - Minas Gerais. The way of work found to carry out this debate was the bibliographic revision that appears in the text, moving away the idea of a law as a fact closed in the text of the legislation and approaching the idea of a discursive event that needs to be understood in its relations of tension and impasse and its consequences for the fields mentioned.
