Abstract

SILVA, Conceição Firmina Seixas; AZEVEDO, Giselle Arteiro Nielsen  and  BEZERRA, Heloisa Dias. Listening and dialogue: children and young people in the formation of powerful minipublics for the construction of inclusive policies. Desidades [online]. 2021, n.31, pp. 21-37. ISSN 2318-9282.

In this paper we analyze, from an interdisciplinary perspective, theoretical aspects of the concepts of representation, participation and deliberation in order to discuss participation in arenas that enable speech and listening acts, exchange acts, such as minipublics. In this case, we chose as an example initiatives directed towards children and youth, since they are a public whose voice is notably silenced on questions involving politics and political decisions that have an impact on daily life, such as at schools and cultural equipment. To illustrate the analysis, we present an experience promoted by the city of Rio de Janeiro that aims to open space for children to speak, listen, and exchange experiences in order to guide decisions concerning public policies related to local needs and the reduction of vulnerabilities in peripheral territories.

Keywords : children and youth; minipublics; public deliberation; political participation.
