Since the enactment of the Child and Adolescent Statute (ECA) in 1990, Child and Adolescent have occupied an absolute priority on the political agenda of the government of our State. This law, as well as the Federal Constitution of 1988, among other complementary ones, are the foundation for the public policies intended to ensure the fundamental rights of this public. However, we found with our research that, although this legislation recognizes their state of rights, their condition as a subject is not sought, recognized nor respected within Brazilian public policies.
