Despite efforts toward effective management in hospital psychology within emergency contexts, few tools analyze efficacy and effectiveness to guide psychologists’ practice in this setting. Therefore, this study aimed to develop and assess the validity of “Farol de Prioridades” (Priority Lighthouse), an instrument that systematizes criteria and preference levels for psychological care in the emergency department. This hybrid, cross-sectional, and exploratory study was carried out at a philanthropic hospital in the municipality of São Paulo. The preliminary version of the instrument, consisting of 34 items, was subjected to analysis by nine experts, who evaluated the clarity of language, practical relevance, and the significance of the established parameters. Results confirmed the content validity of the instrument, the values of which exceeded 0.80 for all items per the Content Validity Coefficient and preserved its original structure. The effectiveness of the instrument was assessed by two plan-do-study-act cycles, which showed the team’s understanding of the criteria in their daily clinical routine. Its use by psychology residents progressively increased accurate assessment requests, comparable to psychologically active case evaluations. Data triangulation showed that the integration of healthcare, education, and research with lean healthcare provided consistent criteria to guiding the professional practice of hospital psychologists, multidisciplinary teams, and management. Above all, this approach proved promising to extract mental health quality indicators, continuously improving hospital psychology services and promoting patient-centered care.
