This article analyzes the impact of biopolitics and necropolitics on the homeless population, based on an research-intervention conducted at the mental health and addiction service, CAPS AD XX, in Porto Alegre during the period between the COVID-19 pandemic and the May 2024 climate disaster in Rio Grande do Sul. In dialogue with authors such as Butler, Foucault, and Mbembe, we address the issue of the “universal right to breathe” as a fundamental right to existence and dignity for vulnerable people. As a methodology, we use the “Method of the Circle,” articulating the strategies of Autonomous Medication Management, Harm Reduction, and Combination HIV Prevention, along with narrative construction inspired by literary works of Conceição Evaristo and Jeferson Tenório, to highlight experiences permeated by racism, aporophobia, and other markers of oppression. The power of collective emerges in the research scenarios as a possibility of creating lines of escape from the captivity of necropower, in the struggle for existence and social justice.
