This theoretical study sought to problematize the meaning of childhood and the place occupied by the State and by the families regarding the care of socially vulnerable children. For this purpose, the childhood care interventions in Brazil were historically contextualized, from the influences of the social hygiene movement during the 19th and 20th centuries to the contribution of psychology as a protection and promotion tool for childhood care. Lastly, we analyzed some specificities of childhood in the context of social vulnerability and the meaning of this development phase for the families. We hope that this reflection contributes to more effective action planning direct to the potentiality of each family group and to the promotion of actions that seek to guarantee the rights and the autonomy of families.
