This study developed in the riverine community of Porto da Manga, located 76 km from the city of Corumbá, MS, shows that illness is a social construction for which the government is responsible. Nearly 30 families live in the area, approximately 200 people, most of whom are bait catchers, professional fishermen and fishing guides. Fifty-five were invited to provide data. Forty-seven accepted to answer the semi-structured questionnaire and eight refused to participate. The qualitative analysis methodology was used with participant observation. The government's omission in the fields of health, education, housing, public transportation and security contributes towards the production of illnesses in riverine communities. Thus, the government that should be a generator of life, is the producer of illness and death: it don't only allows them to die, but it does make them die.
