Between 2016-2019, Social Participation and Mental Health Policy, in the Unified Health System (UHS), have suffered threats and risks: funding of psychiatric hospitals and therapeutic communities, changes in the Psychosocial Care Network, impacting its model of care and composition of services. These issues affect the country in terms of participatory democracy when, in mental health policy, one sees the weakening of the National Health Council itself and the lack of technical and financial support from the Ministry of Health for actions involving Social Participation. This essay aims to analyze the situation of the Mental Health Policy through the discussion about the possibilities of women's participation and protagonism. It is a reflection on silence-silencing. The essay suggests: a) demolition of symbolic barriers, built by the systems of social representations about women users of the UHS, and (b) the group/collective as a strategy to activate participation and protagonism.
