Homeless person are daily exposed to situations of vulnerability and prejudice, which shows the need to recognize their rights provided for in Brazilian legislation. This text aimed to discuss the conceptual aspects of the process of social inclusion/exclusion of homeless people, relating them to public policies and actions of Psychology. The study analyzed the theoretical aspect, the chronology referring to the construction and implementation of public policies, and the psychologist’s performance. Initially, a theoretical model is presented that considers the dialogic perspective of social inclusion/exclusion. It was found that in Brazil, in the 1990s, legislation aimed at social assistance boosted, in 2009, the construction of a public policy for homeless people. This made possible the emergence of social assistance services, for example, the Specialized Reference Center for Homeless Population (Centro Pop), and Consultório nas Ruas. It is in this context that the psychologist develops practices based on knowledge proposed by current legislation and recommendations from the Federal Council of Psychology, prioritizing socio-territorial diagnosis, qualified listening and harm reduction, seeking to value singularities. There are limits and challenges regarding the reconstruction of family bonds, social reintegration and construction of projects and life perspectives. It is recommended to delimit psychosocial interventions articulated with public policies to promote the guarantee of human rights, citizenship, and social justice.
